Rocky was surrendered to us because of "destructive behavior" during storms according to his former owner.  However his foster family has seen none of that in all the time they have had him.  What they do see is a somewhat thunderphobic boy who is managing his fear well as long as he has his humans with him.  The destructive behavior was most likely caused by being alone during storms.  Rocky will need a family that is there for him during storms and will not be left alone during those times of stress.
